I have Onoff Fairway Woods and I'd like to reshaft my 15* 3wood. But, Im not sure how much tipping I need to do.

Depends on which shaft you are going to install. Go to the companie's website and lookup tipping instructions for a three wood with a standard bore-think that is what the OnOff has. Example: Graphite Design Ys-Q is 1.5" for a standard bore.

I forgot to talk about the size of hosel. I think Onoff fairway woods have very short hosel compare to other ones. Does this make any difference?? I play Sonartec fairway wood and they have longer hosel for sure.

Depth of the hosel is what matters. Imagine the depth on the OnOff three wood is at least one inch or more-most are around 1 1/4 inches. The width is the main problem. Some JDM woods I have worked on have a much wider diameter hosel and for those I have had good luck with a Callaway insert. It is plastic and can be gotten at your local repair shop or ordered online. I am sure your local club-builder can figure out how to reshaft your three wood.
