Steel shafts can be cut with a small tube cutter. Graphite shafts, by my experience, need to be first taped and marked and then cut with a bench grinder or equivalent. I've never tried using a tube cutter on a graphite shaft for fear of fraying the edges.

I've used my Dremel on the shafts I've cut, never ever seen any fraying... I use the Thin Slitting Disc and it cut like a hot knife through butter?!!
