If you played say a 5I at D2, would you play a 1/2 inch shortened 5I at C9 seeing that swing weighting is a static number (1/2 inch equals 3 swing weight points assuming all else stays the same).

Curious what club fitters or hobby fitters out there think about this.

i'm not sure i understand your question but if i had a 5i at D2 that i then decided to cut i would add weight to it to compensate both for total weight loss and swing weight loss so that would bring it back to D2 and whatever its original total weight was.

You read it right. And yours is one school of thought I have heard. The other school is play the same shorted 5I at C9 as swing weight is really only static but the lie of course has to be adjusted accordingly. Actual weight loss is maybe only 2 grams from the 1/2 inch of butt cut off. Or go to a light weight grip to compensate for the 3 swing weight loss but not adding any head weight as per your school of thought. And going to a lighter grip say the GPDecadelite or Iomic Sticky 1.8 light which are 38 and 40 grams respectively I think will reduce the overall club weight even more is the original was a standard 502 gram grip.

Just trying to ascertain what club fitting schools preach and the logic behind it.

personally i dont subscribe to any school of thought regarding that its just as simple as having my clubs setup how i prefer them to be setup so that any given club is within certain comfort zone, if you like, range of total weight and swing weight for that specific club.
