October 14, 201311 yr looks like styrofoam pellets, they are small and very easy to load into driver head, they will add weight as well as muffle sound. However they are probably used in conjunction with some type of glue or hotmelt, otherwise they are just moving around inside and would be non-conforming ! I have cotton-balled a few of my drivers and love the muffled sound ! The drawback is they are extremely hard to remove !
