I have to bring up the SW about a point/point and a half on a few clubs. The lead tape looks "cleaner" around the hosel than on the head. Any effects as to shaft performance aside from maybe more flex because of the heavier swingweight.......on steel shafts...on...graphite shafts...on irons....on woods...?

this is basically the same principle as putting lead down the shaft to adjust swingweight. Since you're only adding 2-3g's of weight, placement is not critical, although I come from the school that any extra weight should be added behind the sweet spot.

To answer your question, no negative effects, and you won't notice the 1 cpm change in frequency.

There will be no negative effect of the shaft or the club. It will take @4.5" of 1/2" lead tape per swingweight. In most cases, players can't tell one or two points, but most can feel three. In any event, the small weight addition will have little, if any, playability effect.
