Does Japan make Mizuno MX 23? Can they be customed stamped?

Was wondering if the MX 23's were only made in America or also made in Japan.

If made in Japan, are there any custom stamp, and other options like we can get with the mp27's?

Correct!

Only MP series can be made custom.

The MX-23 is not available in Japan because the MP-27 was selected instead.
