I have seen/own several 460cc driver heads with no serial #'s and some that have it. All heads have come from TourStage so I know they are legit. Is there is any reason behind some having the serial #'s and others that do not, ala TM heads?

that is a tough one, i know all of the 460P heads have serial numbers, from NTB00001 up to 1000 of course.

but i would have to say for the regular 430,430p's and 460's those that were done with a special order or a custom shaft would have serial numbers while the regular would not, but i am not 100% certain

Some made to leave Japan have them some dont. Only bridgestone knows.

Hopefully there is no difference which I am sure there is not.
