nobmontana
copper or raw in my experience. but if you are talking about irons, IMHO, the shaft plays a major part in how soft a head feels.

robbie
I'm going with raw as the softest......the irons i had which were copper were soft but i tried the head in other finishes and they were soft as well......ive never seen a iron get harsher because it was raw....so my impression is that all finishes add a certain degree of protection and firmness to the face and raw is the softest....with copper being a close second
laudney
The feeling of softness in a club head is decided first and foremost by sound. Plating makes relatively tiny difference. By comparison, the ball contributes about 1000x to the feeling of softness than the club head. (ref: http://www.tutelman.com/golf/design/head2.php#feel) With above said, raw finish is softer than nickel plating which is softer than chrome plating.
