Anybody heard of this driver?, is it legit?

Legit, Its the prototype for the new U.S Precept Driver.

SO with that being said. Thats going to be a precept driver. Is it going to be held to the same standards as the tourstage stuff. Is it going to be worth purchasing he in the states.. I have always felt that precept is a lower quality, is this going to change my mind, like the balls have..

I believe Tourstage is planning on launching the same products in the US as will be available in Japan. There was a debate going on a while ago about whether they should release those clubs under the Tourstage or Precept brand. I also believe a similar proto driver was in Matt Kuchar's bag a while ago - don't know if he's still playing it. Don't quote me on any of this but I believe it's fairly accurate.

That is a proto to the Precept TQ driver, Matt had it so did Stuart Appleby and others. I believe it was something Bridgy did because of the TourStage Z logo {Yonex} breach thing. They also did a TQ blade and TQ Cb the Cb is the X-Blade cb re- badged. I have some pictures of them all.

I personally don't think they will continue down that track, TourStage is just to good in name and quality for them to risk any re-badge Precept hardware competition. Let's face it, know matter what else you are told, TourStage are magic.
